Clean Energy Financing: DOE Loan Programs Office (LPO) and new Energy Infrastructure Reinvestment Authority

There are exciting new possibilities and few limitations on who can apply for Loan Programs Office financing. The DOE Loan Programs Office can work with project developers, clean tech manufacturers and service providers, regulated utilities, public power entities, and independent power producers, among others. A new Energy Infrastructure Reinvestment authority (EIR, or Section 1706) provides financing for repurposing or replacing retired energy infrastructure, or upgrading existing facilities to reduce emissions. EIR financing can potentially support utility and other power system investments, but the LPO can consider a broad set of clean energy & cleantech use cases that go beyond the electricity space. These include electric transportation development; oil and gas pipeline repurposing (e.g., hydrogen, CO2 pipelines); refinery retrofit or upgrades (e.g., biofuels, hydrogen); and energy infrastructure repurposing for industrial decarbonization (e.g., green cement, etc.).

Together with Dan Cross-Call, Senior Consultant in the Loan Programs Office, we are excited to discuss these opportunities with the E2Tech audience, especially large project developers and public officials.
